The Israeli Center for Legal Guardianship is the professional guardian of the client and/or his or her property. As guardians, the Center’s staff provides clients with basic needs: food, housing, medical care, financial and property management, legal defence and representation, exhaustion of rights, institutionalization as needed, etc. In addition, the staff works to support the client’s social and emotional needs, reduce loneliness and social isolation, nurture contact with relatives and friends, take into account personal wishes and ensure as much autonomy as possible. 

In addition to these guardianship services, the Center receives the National Insurance allowances in behalf of hundreds of clients, and ensure that they will be used properly.

Legal defense and representation

In cases of lawsuits against the client or client’s claims, in all areas (insurance, property, damages).

Exhaustion of rights

Exhaustion of rights in regard to National Insurance; local authorities; Ministry of Defence; Ministry of Health; mental health organizations;  Ministry of Housing; inheritances, property or pensions abroad; and more.

Management of finances

In conjunction with the client and relevant family members, our team determines a budget plan that allows the client to maintain and improve his or her quality of life, while considering future needs. Monitoring income and expenses, payments to service providers, and investing funds according to Legal Competency and Guardianship Law.

Management of property

The Center has a special department responsible for rent, sale and maintenance of clients’ properties in order to insure maximum revenue.

Management of debt

Managing processes pertaining to client’s debts, including writ of execution and bankruptcy, reaching agreements with creditors and actual payment.

Regular visits

The Center has representatives who carry out visits across the country.  Each client is visited regularly at home or at the institution by an appointed representative. This person listens to the client, speaks to family and other caretakers, monitors the client’s situation, identifies and responds to physical and emotional needs, and reports back to the case coordinator.

Daily needs

Providing the client’s basic daily needs, including appropriate food, clothing, and any equipment needed in the case of disability.

Housing

Care for the quality and maintenance of the client’s residence, including ensuring accessibility in case of a disability, proper functioning of electrical and other appliances, medical aids and equipment, cleaning and repairs.

Health

Providing consent for medical procedures after consulting with medical professionals; sharing all relevant medical information with the client and family members and involving them in the decision-making; arranging for someone to accompany the client to medical treatment; arranging home care when relevant; and, ensuring that the client receives the required medicine.

Institutionalization

Reviewing the need for institutionalization; identifying suitable options, applying for the governmental support to which the client is entitled; visits to the potential institutions with the client and family members if required, and monitoring and assisting the client’s assimilation in the new framework.  

The Center’s professional staff is highly knowledgeable in regard to the many housing options and solutions available throughout Israel (hostels, senior living, assisted living for seniors or people with disabilities, housing programs for minors, etc.)

Activities to support social and emotional needs

Activities to support social and emotional needs include listening to the client to become familiar with his or her desires, aspirations and dreams, lifestyle, personal history and achievements. Working to ensure as much autonomy as possible, cultivating connections with family members, friends and caretakers, activities that reduce loneliness and isolation.
